R. Cory Boxall

President / CEO

Mr. Boxall has over 22 years of experience in the Federal marketplace, specializing in Business-to-Government, Business Intelligence and Strategic Relationship introductions, with specific expertise running small businesses to include Alaskan Native Corporations, 8(a), Woman Owned, Minority Owned,  Service Disabled and Hub zone organizations. His Knowledge of the Federal Acquisition Regulations SBA rules will help both contracting officers and teammates alike.
 

He founded CADENCE Business Partners in 2014, with one contract and a handful of employees. Mr. Boxall began hiring strategic personnel, and the company began to grow. He infused his beliefs in the corporate culture by creating a professional services firm focused on excellence, discipline and process. His management style places an emphasis on customer satisfaction and methodologies to ensure the highest levels of quality.

 

Mr. Boxall previously held executive leadership positions with Seneca Holdings, Three Saints Bay, RDR Inc., ECS Federal, NATEK, Digital Commerce Corporation, KEI Pearson.

Kirk Abriola / CPA

Senior Financial Consultant

Hands on senior finance professional with 20 years in-depth experience in government contracting, non-profit and start-ups; administration, oversight, and guidance of accounting and contracting functions.  Adept financial manager with a demonstrated ability to significantly enhance business processes and maximize efficiencies.  Effective at managing multiple priorities and tasks with tight deadlines in a frequently changing fast paced environment. 

 

Responsible for the financial and administrative functions of this company, including financial reporting, accounting services, financial planning and analysis, compliance, contracts, procurement, pricing, risk, and treasury.

Advises on all financial matters and partnered with company executives to maximize financial performance, Formulated operating budgets and revenue forecasts, Strategized in identifying opportunities and acquisitions strengthen company’s portfolio and built a high performance team, mentored and trained staff, enabling mission success. Mr. Abriola enhances and maintaines financial relationships with lenders, guides and directs cost proposal and pricing strategies and is responsible for organizational policies and procedures and compliance to FAR.

Susanne Thoen

Senior Consultant

Human Resources

Ms. Susanne M. Thoen brings with her 25 years of experience providing critical leadership and guidance in human resources to executive management. Her experience covers all facets of the HR function with a special emphasis in merging human resources with corporate strategy, culture, and operations. In addition to HR strategic planning and policy development, Ms. Thoen specializes in HR audits, employee relations, organization assessment, benefits, and employee engagement.

 

Over the years, Ms. Thoen has evaluated and revised dozens of benefit plans that resulted in savings of hundreds of thousands of dollars while often enhancing their benefits package. Working closely with her recruiting staff and program managers, she helped develop recruiting programs that created a pipeline of qualified candidates. Ms. Thoen co-designed, positioned, and launched a new operating division focused on Human Capital Engagement and Organizational Effectiveness that concentrated on the needs of IDIQ/GWAC teams and small businesses, generating over $500K within the first six months. Over 12 years hands-on experience with Service Contract Act including compliance with SCA regulations, benefits design for the H&W fringe, and expertise in mapping SCA labor categories to proposal/company labor categories.

 

Ms. Thoen is a member of the Society for Human Resource Management (SHRM), the NOVA SHRM Chapter, the Dulles SHRM Chapter, and the Prince William SHRM Chapter. She is also a member of the Human Resources Association of the National Capitol Area and the US Women’s Chamber of Commerce. Additionally, Ms. Thoen is certified as a Senior Professional in Human Resources (SPHR) by the Human Resource Certification Institute, the credentialing arm of the Society for Human Resource Management, and recently earned certifications in the use of the Attribute Index, Values Index, and DISC Index.

Joseph McNeily

Mr. McNeily is a creative and entrepreneurial senior executive instrumental in the capture and growth of over $1.6 billion in new business. He offers over 30 years of experience in launching and developing energized high-profit operations with multi-billion dollar public and private corporations winning new and re-compete business within the Professional Services, Information Technology, and Intelligence markets. He is skilled at overcoming constraints and isolating competitive advantages to capture new business using creative, price-sensitive strategies: ‘Price-to-Win – Manage-to-Profit’.

 

Mr. McNeily has worked with and consulted for L-3 Communications (Ilex Systems), Magnavox, Ford Aerospace, Lockheed Martin, Northrop Grumman/TRW, CACI, Day & Zimmermann, ABB, Hay Group, Dominion Virginia Power, Three Saints Bay, NAS/AASHTO, USDOT, the US Air Force (AFSPC) and the US Army (CECOM, INSCOM, FORSCOM, ASC, USARUR, USARPAC, USFK).

 

Mr. McNeily’s education includes a BSBA in Project Management and an MBA from Colorado Technical University, as well as undergraduate studies in Computer Science from Purdue University. His continuing professional education includes: Business Capture Management, PMI Program Management, Management Accounting, Contract Management, Parametric Analysis, and Integrated Logistic Support (ILS). He is a member of the Project Management Institute (PMI), Human Capital Institute (HCI), Institute of Management Accountants (IMA), and American MENSA Limited.

 

 

Michael Harris

Senior Consultant

 Security / FSO

Over 40 years of operational experience in Industrial Security, Mr. Harris is a Certified Facility Security Officer with expertise in the National Industrial Security Program Operating Manual (NISPOM), Joint Personnel Adjudication System (JPAS), Intelligence Community Directives (ICD) and establishing new Facility Security Clearances (FCL). He is also a Certified Protection Professional (CPP), Board certified in security management by the American Society for Industrial Security. He serves on the ASIS International Defense and Intelligence Council which promotes security excellence within the defense and intelligence communities. The Council provides technical expertise, educational opportunities, and counsel to ASIS on U.S. and international government security policies, programs, and practices.

 

Mr. Harris can help you obtain a Facility Clearance (FCL), process Personnel Clearances (PCL) and serve as your part-time Facility Security Officer (FSO). Mr. Harris can also provide internal security vulnerability assessments, classification management expertise, and contract security analysis and document control.

 

He will be happy to assist you in providing guest speakers on National Industrial Security topics and security awareness training and education.

Billy Hoover

Billy Hoover served as a law enforcement professional for over 32 years. His last 25 years were spent as a special agent with the Bureau of Alcohol, Tobacco, Firearms and Explosives, rising to the ranks as the Deputy Director of the Bureau. He brings a unique perspective and understanding of federal sector needs and requirements.  Mr. Hoover’s tenure with ATF included assignments in numerous Directorates from Project Officer in the Special Operations Division, Program Manager in Training and Professional Development, Resident Agent in Charge Portland, Oregon,  Assistant Special Agent in Charge, Louisville, Kentucky,  Special Agent in Charge, Boston, Massachusetts, Special Agent in Charge, Washington, DC and Assistant Director of Field Operations. 

 

During his time as Assistant Director of Field Operations he had oversight for the Bureau’s entire operational directorate for both law enforcement and industry operations.  This involved 25 Field Divisions and ATF’s foreign posts.  As Deputy Director, Mr. Hoover was responsible for the Bureau’s $1.16 billion dollar base budget and managing its 5,000 employees. He represented the United States at numerous conferences and meetings abroad.  Most significant was his work with the Iraq National Police in Baghdad and numerous bi-lateral conferences in Mexico. Mr. Hoover has been an instructor at the International Law Enforcement Academy in Budapest, Hungary, and served as Operations Commander during the 2002 Winter Olympics in Salt Lake City, Utah.  In 1998 he received the Bureau's Distinguished Service Medal and in 2010 Mr. Hoover was awarded the rank of Meritorious Executive in the Senior Executive Service by the President of the United States. 

 

Mark Chait

Senior Consultant

Mark Chait is a decorated retired federal agent with 25 years of national and international law enforcement and security experience. He began his career in 1987 as a field special agent and retired in 2012 from the Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives.

Mark has served in a number of key leadership positions in the following cities: Chicago, Philadelphia, New Orleans, Baltimore and Washington, DC. He rose up through the ranks to the highest law enforcement position in the Bureau, the Assistant Director of Field Operations, where he had command of nearly 4,000 employees with a budget in the multiple millions.

Throughout his career, he supervised several significant incidents for the Bureau including: the response and recovery effort during Hurricane Katrina, he served as an operational commander during the Beltway Sniper investigation and he also supervised ATF’s National Response Teams. Mark oversaw the development of the Bureau’s role in the National Response Plan, Emergency Support Function (ESF-13) providing federal public safety and security assistance to federal, state, local and tribal organizations during an actual or anticipated natural or man-made catastrophe/disaster or act of terrorism. Mark was a member of the Senior Executive Service for 6 years and received extensive executive leadership training throughout his career: including the Senior Management Institute for Police, the Center for Creative Leadership, the Senior Executive Service Candidate Program and the ADL Counter-Terrorism School in Israel.

 

Mark attended the State University of New York at Geneseo where he obtained a Bachelor of Arts degree in Psychology, and is an active member in several organizations, including ASIS International and AFCEA. He is also currently a board member for the National Association of State Fire Marshal’s. He is married with two children.
